I'm going to declare bad weather as to the hair/makeup situation going on with Olivia Palermo last night. I have no idea if the weather was bad, I'm just going to declare it because I can't fathom her ever stepping out less than fully done. She attended the Valentino: The Last Emperor DVD release celebration in New York City with her boyfriend.
