It's been so long since the party girls were out doing their thing (LiLo, Brit Brit, NicRic, etc.). It's kinda fun to see Mischa Barton embracing her party persona. She's been tearing it up in Europe, checking out fashion shows in Paris, and celebrated her 23rd birthday with a bunch of socialites and troublemakers.

I think she's off her rocker and by the eye shadow alone I would say, someone is not sober or on this planet.
