Katie Holmes loves making sure she's matching with her daughter. Earlier she took Suri, with her chin held high, out for ice cream in New York. Compared to her mom, who has her head down and hair hiding her eyess, Suri looks much more confident.

She's holding her head that way because her bangs are too long. They should either be cut or pinned back.
In Katie's defense, some kids that age refuse to let anyone near their hair with a brush, much less scissors.
If it were me, I'd trim them while she slept.
